21. Local Transport Plan 2008/9. Enclosed is a list of requests for traffic measures. Note inclusion does not mean it will be implemented. Also enclosed is detail of the assessment criteria. If a request fulfils criteria then it may be considered for implementation. Any requests the Council does not wish to pursue should be deleted. Additional requests may be made.
22. To comment on proposed No waiting restrictions at Eilansgate, Burn Lane and Garden Terrace - see attached details.

MEMORANDUM TO COUNCILLORS

The Mayor has spoken to most Councillors on this subject but for record these are the various headings for 'Councillor Responsibilities'. Councillors are asked to monitor developments, good or bad, within their brief.
You will also note there is an item on the Agenda of 'Councillor's Reports'. This will be on the Agenda every month but Councillors are only expected to make a brief [very] report if they have an item they feel has to be brought to the Council's attention under their subject heading.
The Mayor may occasionally ask for a report on a specific heading to be presented to a meeting but this will be advised to the relevant Councillor[s] well in advance.

MINUTES OF THE TOWN COUNCIL MEETING HELD ON 4 JUNE 2007.


4192. PRESENT. Councilor J B Jonas, the Town Mayor in the Chair together with Cllrs: B Pickering, G C Ferguson, T Robson, M F C Donnelly, D Kennedy, H J C Herron, Mrs. I C Whale, A J Travis, N J Holder, Mrs. B E Smith, A Snowball and Mrs. J E Lloyd.
4193. APOLOGIES FOR ABSENCE. Apologies for absence were received from Cllr. Mrs. C J Robinson.
4194. MINUTES. It was AGREED the minutes of the Town Council meeting held on the 14 May 2007 having been circulated, be signed s a true record.
4195. MATTERS ARISING [if any] :-
a. FLOWER BASKETS. Minute 4184bi1 refers. Cllr B Pickering advised the sum of £72.00 was incorrect. This was the cost of baskets including planting etc. The cost to water a basket was less at about £27.00 each. It was noted the Britain in Bloom Committee, not a committee of the Council, would be arranging any watering it required and the Council staff watered its own baskets without assistance form Tynedale Council.
4196. DECLARATIONS OF INTEREST. There were no declarations of interest.
4197. ACCOUNTS FOR PAYMENT. It was AGREED to authorize payments in accordance with the lists circulated and as attached hereto.
4198. PLANNING DECISIONS. It was AGREED to receive the decisions of Tynedale Council on planning applications in accordance with the lists circulated and as attached hereto.
4199. COMMITTEE REPORTS:-
a. BURIAL BOARD. It was AGREED to receive report of the Burial Board Cemetery Management Committee meeting held earlier on the 4 June 2007 from the Committee Chairman, Cllr T Robson. Minutes and all enclosures will be circulated in due course. Matters for immediate consideration were:-
i. The 2006/7 Annual Accounts and Audit statement of the Council had been fully considered and the Committee recommended approval and this was AGREED.
ii. Cllr T Robson also reported Cemetery staff may be assisting Tynedale in the installation of an electric supply line and socket point to the War Memorial area. This will assist in allowing the PA system to be used without the disturbance from a portable generator.
iii. Cllr T Robson also reported on the progress of the new store and greenhouse premises and also machinery usage training courses for staff which are being investigated.
iv. Finally the process to employ a replacement for J Thirlwell was also proceeding though advertising of the vacancy may be repeated if initial interviews prove unsatisfactory in finding a replacement employee.
4200. COMMUNITY PARTNERSHIP REPRESENTATION. As noted at the Annual meeting the Clerk is approaching various voluntary organizations regarding the status of representatives of the Council on such bodies. However the Hexham Community Partnership had requested the Council nominate a Councillor Representative. It was AGREED Cllr H J C Herron be nominated. The Partnership will of course also be asked to confirm the representative's status on its Committee.
4201. PROPERTY NAMING. Tynedale Council requested comments on naming of new developments.
a. A suggestion for naming Haining Croft House and Garden House, Elvaston Road was NOT AGREED. It was suggested the names be Haining Croft and Haining Court and Haining Lodge.
b. Peterel Field. There were no objections to the proposal the site be named Peterel Field Business Village, Hexham.
4202. GRANT AID 2007/8. The Clerk reported letters of thanks for grants made had been received from:-
a. Community Action Northumberland
b. Hexham Town Twinning Association
c. Hexham Youth Initiative
d. Tynedale CAB
e. Hexham Holiday Club
f. Hexham Spinal Unit Sports Club
g. Selefest and
h. Tynedale Sports Council
4203. REPORT. It was AGREED to receive notice that the 2006/7 Annual Report of Road Link A69 Ltd was now available. It was also AGREED to request once more that the mileages on certain of the road signs between Haydon Bridge and Newcastle be checked and changed where needed to show the correct mileage distances.
4204. MAYORS CHAIN OF OFFICE. The memorandum circulated was noted and after consideration it was AGREED the medallion on the Mayors Chain of office should not be replaced or repaired despite it still showing Chairman of Hexham Urban District Council. It was thought the historic nature of the medallion should be retained.
4205. BALL GAMES. A residents request that 'No ball games' signs be placed in the Loughbrow Park estate was considered. It was AGREED Ward Councillors for the Estate area should investigate the request and if they considered further action was needed they will report to Council in the future.
4206. CYCLING. The ongoing problem of cyclists, of all ages, riding on public footpaths was raised. After some discussion it was AGREED this problem would eventually be the cause of an accident and that action must be taken by the Police. The Police had been requested to deal with this matter on a number of previous occasions and it must now take action. It was AGREED to
a. Write to the local Police Inspector demanding urgent action be taken against any offenders.
b. To write also to the County Council Highway Authority with copies to County Councilors.
4207. HERON FOODS. It was felt the parking of HGV delivery lorries on the footpath area in front of the store continued to be a potential for an accident and a cause of damage to the highway [i.e. the footpath]. It was AGREED to suggest the County Council Highway Authority take action.
4208. CHARITY COLLECTION BIN. A change of the site for a charity collection bin outside the Heron Foods store on Priestpopple had been raised in the past. It was noted the Tynedale Council Planning Enforcement Officer had requested the Store owners and the Bin owners to contact the Town Council to discuss the matter with the view to moving it elsewhere. The Clerk will report to Council when any contact is made.
4209. NEXT MEETING. The next meeting of the Council would be held on 9 July 2007.
