MINUTES OF THE TOWN COUNCIL MEETING HELD ON 2 OCTOBER 2006

 

4040.PRESENT. Councillor B Pickering the Town Mayor in the Chair, together with Councillors G C Ferguson, H J C Herron, M Way, J B Jonas, M F C Donnelly, Mrs C J Robinson, J M Lambert, Mrs I C Whale and Mrs J C Soulsby.

4041.TOM CORFE DECEASED. The Mayor and Cllr M Way both spoke of the recent death of local historian Tom Corfe and the meeting stood for a minute’s silence in his memory.

4042.APOLOGIES FOR ABSENCE were received from Cllrs: D Kennedy, J V R Hare, T Robson and N Wicks.

4043.MINUTES. It was AGREED the Minutes of the Council meeting held on the 4 September 2006 having been circulated, be signed as a true record.

4044.MATTERS ARISING.

a.       BUS SHELTER [opp. Hospital]. Minute 4026a refers. It was reported the shelter may be sited too close to the traffic island nearby however it was AGREED no action be taken as this matter was one for the Highway Authority to take action on if it thought it necessary.

b.      TOWN TWINNING. Minute 4026c refers. Cllr M Way expressed disappointment at remarks reported in the Courant allegedly made by Cllr D Kennedy regarding Town Twinning. He reminded Council that the Council had instigated the twinning associations with Noyon and Metzingen and the Council also supported the Twinning Association with grant aid. Councillors had entertained visitors from both these towns on many occasions in the past and from their own funds had entertained twinning visitors to Hexham.

c.       NORTHUMBRIA IN BLOOM. Minute 4033 refers. Tanners Row had won the ‘Best kept grounds of an old persons home’ and Hexham had been awarded a number of minor category prizes in the 2006 competition and the recipients were to be congratulated on their success.

d.      LOCAL TRANSPORT PLAN. Minute 4032 and 4038 refer. A petition was received from residents of Hallstile Bank deploring the problems of speeding traffic on the road and in Wentworth Car Park and the lack of road gully cleansing. It was AGREED the petition be forwarded to Cty. Cllr. T Flaws to take up the highway complaints and also the Police and Tynedale Council should be asked to deal with the problems of speeding within the Car Park and the litter collecting in resident’s gardens. Cllr Mrs I C Whale advised she hoped to use some of her County Councillor funding to pay for traffic calming on the this roadway.

4045.DECLARATIONS OF INTEREST. There were no declarations of interest.

4046.ACCOUNTS FOR PAYMENT. It was AGREED to authorise payments in accordance with the lists circulated and as attached hereto. In respect of the payment for a town twinning gift Cllr M Way felt that when Councillors received gifts from the Twin Towns such gifts should be offered to the Council and if retained by the recipient they were held by the recipient on the Councils behalf. He proposed and it was AGREED the Council consider at its next meeting a proposal that ‘any gifts received by Councillors when visiting the twin towns should be held by the recipients on behalf of the Council unless the Council determined otherwise’.

4047.PLANNING DECISIONS. It was AGREED to receive the decisions of Tynedale Council on planning applications in accordance with the list circulated and attached hereto.

4048.COMMITTEE REPORTS:-

a.       PLANNING. It was AGREED to receive the minutes of the Town Council Planning Committee meeting held on 4 September 2006, presented by the Deputy Mayor, Cllr J B Jonas.

b.      BURIAL BOARD. It was AGREED to receive the minutes of the Town Council Burial Board Committee meeting held on 5 September 2006, presented by the Deputy Mayor, Cllr J B Jonas. The recommendations made therein were AGREED.

c.       REMEMBRANCE DAY. It was AGREED to receive the minutes of the Town Council Remembrance Day Working Group meeting held on 4 September 2006, presented by Cllr M Way. It was also AGREED the second verse of the National Anthem be printed in the programme if this is permitted. The Clerk will advise on this in due course. [The Clerk has since ascertained it is normal protocol to use the first verse only.]

4049.HEXHAM COMMUNITY PARTNERSHIP. Ms T Beevor the Community Partnership Officer spoke to the meeting on the future plans of the Partnership. The request that the Council accept ownership of the Routeways Project interpretation signage was noted and it was AGREED ownership will be accepted in due course. The Clerk advised he was waiting for details of sites, sign details and landowners permissions etc. and when this was to hand the Council can formally agree acceptance of the ownership. Finally Ms T Beevor reminded Council that the next Partnership projects would be a late night shopping evening on the 8 December and the Children’s Christmas Market on the 9 December 2006.

4050.NALC. It was AGREED to receive the Annual Report 2005/6 of the Northumberland Association of Local Councils. It was also AGREED the Council did not wish to make any nominations to the NALC Executive committee.

4051.NCC LOCAL TRANSPORT PLAN 2001/2006. It was AGREED to receive the delivery report on the first local transport plan objectives and implementations.

4052.LOCAL DEVELOPMENT FRAMEWORK. Tynedale Council had advised that the consultation on the core strategy would be from 23 October 2006 for a six week period and this period must be adhered to. The strategy document should be available for the November meeting.

4053.NORTHUMBERLAND WASTE AND DEVELOPMENT FRAMEWORK – PREFFERRED OPTIONS. It was AGREED the consultation paper be considered by the Mayor and should any comments be felt necessary they will be reported to the November meeting.

4054.PUBLIC BYWAY 12. The Council had recently asked the NCC to review the status of this byway to prevent use by motor vehicles and bicycles. The NCC had confirmed that it will consider a Traffic Regulation Order should this prove to be needed.

4055.PROPOSAL. A planning application will be made soon in respect of additional telecommunication equipment at the telephone exchange. It was AGREED no prior planning application comments would be made.

4056.ABBEY {TOWN} CLOCK. The maintenance of the clock mechanism to date has been carried out by the Council contractors; Cumbria Clock Co however its insurers will no longer insure its staff unless adequate access gantries are installed in the clock tower. The Abbey PCC has installed one gantry but more are required to access other parts of the clock mechanism. The Clerk advised he will make a report to Council in due course and if finance is agreed to it can be included in the next Budget. It was AGREED to wait for the report to be placed before Council.

4057.QUATRE BRAS ALLOTMENT ASSOCIATION. This association would hold its first annual meeting on 11 October and Councillors were invited to attend. The setting up of the Association was welcomed.

4058.ONE NORTH EAST. The Mayor deplored the way this body had ignored the town when it hosted a visit to north east floral attractions by Dutch tourist organisations. He considered Hexham was consistently ignored by One Northeast and One Northeast did not support tourism in the area. On a related matter he also deplored a letter published in the Courant from a local resident who had asked tourists to keep away from the town whilst water pipe works were being carried out. Such statements did not help local businesses in any way.

4059.NEXT MEETING. The next meeting of the Council would be held on 6 November 2006.

HEXHAM TOWN COUNCIL

MEMORANDUM TO COUNCIL ON 6 NOVEMBER 2006

 

Christmas lighting displays 2006/7

 

 

The 2006/7 lights display runs from 25 November 2006 until 6 January 2007.

The contractor has to erect, maintain and dismantle the displays and to store some of the materials until the 2007/8 displays are erected.

For some years now the contract has been with the NCC and this year tenders were requested from NCC and also Bartram Walker, a local firm that has carried out the contract in the past and which this year expressed an interest in tendering.

The NCC quote is £9782.08.

The Bartram Walker quote is £30,004.00.

The NCC quote should therefore be accepted.

In addition in the past the NCC has been a very satisfactory contractor and it is RECOMMENDED NCC has a three-year contract subject to possible revisions of the tender each year. In other words the NCC is asked to quote each year but the Council then has the option if it wishes of instructing another contractor to see if it can obtain a lower quote.

 

The Council also agreed to install new lighting displays to be fixed to lampposts in Beaumont Street.

It is necessary to have the lampposts surveyed to ensure they are adequate to have these units fixed to them. The cost to carry out the survey is expected to be no more than £250.00 and as time scale required immediate instructions to the surveying company, the Mayor and Deputy Mayor authorised instructions be issued for the survey work to be carried out. However as the units have to be shipped from France the units are not going to be available in time for them to be erected this year. It is RECOMMENDED they be ordered for delivery in late Summer 2007.

 

In previous years the Clerk arranged for staff from his former office to dress up as various storybook characters and to hand out sweets to the children. Santa also arrived but this year these persons, who were all unpaid volunteers, are no longer available In addition the law relating to persons dealing with children means that a Criminal records check should be carried out. In view of this and for this year only, Mr I Hepple who has such a certificate has agreed to act as Santa. No storybook characters are possible unless Councillors wish to volunteer to dress up. In view of this and the problems there are in arranging this event it is proposed no formal switch on ceremony is held after 2006.

Also if this year’s event is to proceed at all, it will be necessary for Councillors to volunteer to help and to hand out sweets to the children. At least four Councillors are needed otherwise this element cannot take place either and in the alternate Council may wish to cancel the formal switch on ceremony for 2006.

MEMORANDUM TO COUNCIL ON 6 NOVEMBER 2006

 

HEXHAM IN BLOOM 2007

 

 

The 2006 Town centre flower displays were planted and watered by a combination of Tynedale and Hexham Council staff. Cllr B Pickering organised the Hexham entry into Northumbria in Bloom.

Entry entails:-

The preparation of a portfolio of Hexham, showing the Judges many sites in the town with coloured photographs and words evidencing the entry of the Town.

Meeting and touring the Town with the Judges, showing off the Town’s entry.

Certificates for the Hexham in Bloom awards are printed – after the entire town has been checked over to choose the best shops, premises and houses deserving of an award.

Time taken to do these tasks and funds needed is considerable and having carried out this task extremely successfully for the last three years, Cllr B Pickering is no longer able to continue. Unless a Councillor or an organisation in the Town comes forward the Town will not enter the 2007 Northumbria in Bloom competition.

It is RECOMMENDED that

  1. Hexham does not enter Northumbria in Bloom 2007 or for the foreseeable future.
  2. Hexham Council continues to provide pedestrian barrier flower baskets throughout the Town and lamppost flower baskets in Beaumont Street as it has done in 2006 and the funding for this through the Burial Board budget continues in 2007.
  3. Hexham Council continues to fund the provision by Tynedale Council of [approx.] 80 hanging baskets in the Town centre in 2007 and funding for this is included in the 2007/8 budget.
